Estonia's cyber security strategy to be put before government

TALLINN, Apr 17, BNS - Estonian ministers at a Cabinet sitting on Thursday took cognizance of a document laying out the country's cyber security strategy for 2008-2013 and decided to put it on the agenda of the government for formal endorsement at the first opportunity.
In the best case the strategy paper will be handled by the government already next week, spokespeople for the government told BNS.
Implementation of the strategy would start right after its adoption.
The purpose of the strategy is to reduce the vulnerability of Estonia's cyber space by preventing the paralyzing of vital infrastructure, ensure rapid response in the case of cyber attacks and rapid restoration of information systems. The goal of the strategy also is to prevent long-term disruptions in the work of information systems in important branches of the economy, such as telecommunications, energy, banking, and food industry. For that an action plan would be devised and tasks divided between different departments.
All the key ministries, or the ministries of foreign affairs, defense, interior, justice, and economy and communications, as well as key institutions, such as the general staff of the defense forces and the state informatics center CERT, along with private business, were involved in the drawing up of the strategy.
Among other matters, the strategy deals with international cooperation in the area of cyber security, including Estonia's participation in the devising of the cyber security policy of the EU and NATO, in setting out of terminology and implementing international measures of protection.
The strategy says that Estonia will actively take part in the building of an international cooperation network for cyber security.
